"Handicapped" doesn't necessarily mean "wheelchair-bound." There are handicapped tags available for motorcycles, actually. Plus it could be an old retiree, who would be doing that whole not-working-anymore thing wrong if he DIDN'T own a convertible.

Oh I know handicapped doesnt mean wheelchair bound. My mom had a hip replacement, she's not in a wheelchair, but she also cant get so low to enter a car like that. Plus whenever I drive with her, I get prime parking and free metered parking :)
